I need to advise management on the right way to organize our IT staff. Are there any white papers or other guidance from MS on this? I haven't really found anything that describes how developers and systems engineers should interact and who should do what. Thanks!

easy, never give developers admin rights on your servers

sometimes yes sometimes no. depends on the org but you never know. I
would strongly encourage you not to divide a staff of one...very messy
and there are a lot of questions from the authorities....

(this is vaguely familiar to discussions I have had over where to draw AD
site boundries and a whole "how long is a piece of string" item)

Thanks, Neil.

I was afraid that I would find thousands of pages, and I did. But at least now I have SOMETHING.

Would you say that it would not be advisable to have an IT staff of 5 divided into systems and development departments? I can't see any benefit. Systems people and developers need to be in locked step to be successful. What do you think?

Absolutely. Tell them they have admin rights, but don't actually give
them those rights... makes 'em feel real special!

you could also divide them on religious grounds.
then there would be competition between the group and they'd all claim that
"god" supported them...

Not sure what you meant by "organising" your IT staff.
If its general guidance and worlds best practice you're after, I'd suggest
studying up on the ITIL framework.
