IOS Problem

HI, i have the following equitment
-Cisco 1720 Router
-WIC 1ENET Card

Now i currently using IOS version 12.1, but the WIC 1ENET Card need IOS version 12.2, i already try to upgrade the IOS from Version 12.1 to version 12.2, after upgrade the router boot into ROM Monitor Mode and keep pop out say the Memory is not enough. So What i need to do now to let the router detect the WIC 1ENET Card Thanks
