Hi,
I have enabled NTP Server on Windows 2000 Server and configured the
same as ntp server in my Routers ( 2550 Switch, 1720 Router, 7200
Router,2600). One the server I can see packets with port 123. Also on
Server i see the matches for NTP packets. Both Router and Server are on
same LAN and no ports are blocked. But the time is not getting
synchronised.
Can any one please help on this.

You specified you have no ports blocked but do you have any ACL configured on any of those devices?
Moreover try to specify the source port for the NTP service:
ntp source <interface closest to the NTP server>

The MS timesrver supports only a SNTP subset - for full NTP on Windows, try
free tftpd32, its builtin NTP server works great in my lab. Using this one
means disabling the MS timeserver first.

Synchronisation takes a while - sometimes 5 minutes
(maybe more). By patient...

no ntp server 195.1.1.252
