Is 2003 going to accept the 2nd cpu on an already running single cpu system,
and start up without any issues?

If your hardware supports it, yes.

Not sure if this needs to be done on 2003 servers, but I did it on a
2000 server and had to follow http://support.microsoft.com/?kbid=234558
for adding the second CPU.. I would imagine you would need to though..

Either way it should boot up if your hardware supports it. Of course
this is assuming you match the second CPU and double check you have the
right VMU's as necessary..
