'Installing' Per-Device/Per-User Licenses

We've got a Windows 2003 server that is generating event ID 202 - the
windows server is out of licenses.

We've purchased more licenses, yet adding them does not alleviate the
event being logged. The server shows that 11 clients are using a
license, so we purchased 15. On a reboot all purchase history is reset,
and we see 11 unlicensed usage in the clients tab.

Where do we enter information on licenses purchased if not in
'licensing' in administrative tools?

I have had excellent luck troubleshooting these types of problems by
contacting Microsoft's licensing center. The wait on the phone isn't too
long and they've always been right on point.
