Not releasing the registry

I have a windows 2000 advanced server.

recently I have been getting the bellow error:

Userenv - " Windows cannot unload your registry file. If you have
a roaming profile, your settings are not replicated. Contact your
administrator.

This occurers randomly throughout the day and can repeat for hours at a
time. I have done some digging and everything i have seen points to a hotfix
for a problem when logging off. However this server does not get logged in
ver often and when it does it is always the local administrator account.

Any help would be great.
