Why does 2003 fragment the master file table?

It appears that default install of 2003 does not reserve the appropriate
amount of space for the master file table. All of my servers have 2 to 3 MFT
fragments. This is not optimal for performance.

I have seen this since XP's release.

Anyone know why? Diskeeper can not correct this even with a boot-time defrag.
