Windows 2000 Server - Event Log not working

Even though it indicates that there is an error when the server restarts, all
of the Event Logs continue to remain empty. The service is started and
regardless of the size settings, all the logs stay empty even though it is
filtered to show everything.

Are all windowsupdates installed?

Yes, Automatic Updates is turned on, and all updates have been installed.
