Is there a command I can run to list users who have rights to send
to/use a query based dist. List. The UI is lame as it only shows a
couple of users at a time. I need to extract a large list of users in
there to a .csv.

If I understand your question, you want to dump the authOrig attribute of the
query based DLs.
You can do that with any LDAP client, here is how to do it with adfind
adfind -default -f name=qbdl_name authorig
