raise domain controller functional level

hi
when i try pass domain to native mode windows 2003 with rase functional
level when i click buton raise i get a error.

the functional level coul not be raised. the error is: the server is
unwilling to process the request.

Check for any non-DCs that are located in the Domain Controllers OU, if there
are move them out.

Also, check to see if there are any DCs that are still in AD that have maybe
failed and never been removed and if this is the case perform a metadata
cleanup of the failed DCs

i just check all domain controllers are located in the domain controllers ou
and there is not non-DC are located in domain controllers ou.

also a days ago make perform a medatada cleanup for 5 domain controllers
that is failed dc.

what more i can do

i get the same error, i go to event viewer and on the directory service log
i get the event 1723, on description
Active Directory failed to raise the functional level of the domain or
forest because the following domain controller is at a lower functional level

Object (forest or domain):
DC=abc,DC=COM
NTDS Settings object of domain controller:
CN=NTDS Settings,CN=LostAndFoundConfig,CN=Configuration,DC=abc,DC=com

yes all old servers was removed Domain controllers OU and in Active directory
sites and Services

Yes, there are a lot off computers that was a domain controllers,
can i remove all lost and found container?
