hi
whe i try to raise domain controller functional level 2003.

i get a error

the functional level could no be raised. the error is: the server is
unwilling to process the request.

on event viewer on directory service log i get event id 1723 warning ntds
general
on description.

Active Directory failed to raise the functional level of the domain or
forest because the following domain controller is at a lower functional
level.


Object (forest or domain):
DC=abc,DC=COM
NTDS Settings object of domain controller:
CN=NTDS Settings,CN=LostAndFoundConfig,CN=Configuration,DC=abc,DC=com

It seems like you have a domain controller that hasn't been removed/demoted
correctly, or a current domain controller has lost it's NTDS Settings
object.

Look at the NTDS Settings object in the LostAndFoundConfig container, have a
look at the LastKnownParent Attribute to find out where the NTDS Settings
object where lost from, If it's an existing server object from an older
domain controller look in to, http://support.microsoft.com/?kbid=216498
