I was asked by our exchange administrator to make it so that OU Admins cannot
change the exchange quota limits. He said to do this I would have to deny the
followings properties to them...
Write deleteditem Flags
Write mdbOverHardQuotaLimit
Write mDBOverQuotaLimit
Write mDBStorageQuota

When I do this it appears to work correctly, but then it does not allow the
OU Admins to reset passwords. What is the best way to make this happen? Our
OU Admins are delegated all rights except for Delete all Child Objects.
