You can find the solution in the following document:
http://download.microsoft.com/download/c/f/c/cfcbff04-97ca-4fca-9e8c-3a9c90a2a2e2/domain-rename-procedure.doc
Just be sure that all requirements are satisfied.

Yes, but it isn't generally recommended to do if you simply just want to do it.
There should be a huge great reason for it because it can get messy.

I've got two DC's at one site (there are other DC's in the domain) and I
want to demote and then decommission one and rename the other to the name
of the one which was decommissioned. Neither holds any FSMO role.
Are their any potential issues with doing this?
The one that is being decommissioned is the bridgehead for that site but I
assume the KCC will automatically change this once it is demoted?
Any thoughts are appreciated.
Cheers.

it has nothing to do with synchronizing more quickly. The difference is that
NETDOM introduces a new name while keeping the old one. That gives time to
replicate out to other DCs so that those get to know its new name. After
that you can remove the old name
the GUI just replaces the old name with the new name

I read all the links and it seems that you can rename the DC both ways, by
changing the name of the server and then rebooting and also by using the
NETDOM utility however the NETDOM utility will 'somehow' synchronize the
name
change in AD more quickly. I also read that with either method you still
want to use active directory users and computers to change the name of the
corresponding frsmember object to avoid any future issues if reusing the
old
name for a new DC.
Do either of you know why NETDOM synchronizes the name change more
quickly?
I couldn't find that information anywhere. Thanks again, this is good
stuff.
