Delegation to reset passwords

I have delegated permissions to a user to reset passwords and when I
check on security under properties for that OU the user has Special
permissions set and in Advanced Reset password and Read write property
permission and it says it says it is not inherited. The user is still
unable to reset passwords.

Dear Jorge
I can see the Inheritance box is ticked and it is OK. Is there
anything else I am missing at the Ou level or at the domain level?
