I have a domain with 10 DC and a lot of other systems. IIRC, there was
once talk of a setting which would prioritize which machine is granting
tickets. Say I can DC #1-5 to issue tickets more than DC #6-10. It
might have been called voting or something.

Without giving specifics, I have a samba issue. If DC #6-10 issues a
ticket we have a problem, while DC#1-5 do not. Samba dev team is aware,
I am just trying to find a way around this. I thought there was some
kind of priority setting in AD for which DCs issue tickets...

Could be. My idea is that DC#1-5 will have the a setting different from
DC#6-10 where when a server joins the domain (samba), it is more
likely to get it's ticket's issued from DC#1-5 rather than DC#6-10.

Suppose there is a setting XYZ, where the higher the number the higher
priority for tickets being issued from that DC. DC #1-5 would have some
number (say 1000) and all DC#6-10, would have a number lower than 1000
by as much as possible.

A lot of variables influence this so this is nothing more than a
hip-shot; perhaps you're referring to influencing the _kerberos SRV
record's priority and weight??
