specops causes this if you ever tried it out it does not unistall
cleanly. Search registry for FE2BBA00-7783-4602-BC8E-B7BBDEE72974 and
delete the entry from the key or the key itself if thats all thats in
there. Usualluy on AD servers its in the group policy area of the
registry.
