If the problem says that the delay is 5ms, shouldn't the EIGRP delay
component of the metric be set to "500" (tens of microseconds)? Searching
a bit, I found all sorts of weird solutions (from 0.5 to 5000).

The unit in the delay command is tens of microseconds.
1000 microseconds = 1 millisecond
500 tens of microseconds = 5 millisecond (5ms) delay
