Windows Updates and Time

I have a domain with a single domain controller. There are ~12 XP machines
as domain members. There is two problems.

1) Automatic Updates under System properties is completely grayed out. I
can't change any of the settings. I checked the domain controller group
policies. They are not disabled there. I also checked the registry keys.
They are set in such a way that according to the Mocrosoft tech article
everything should be normal. Where else could automatic updates be disabled?
The service is set to automatic and started. If you kick updates off
manually it works fine.

2) The system time is wrong on all workstations randomly during the day.
The domain controller has the correct time. All work stations are looking to
the domain controller for thir updates. The domain controller is set to look
at the millitary clocks for updates. I set it as recommended by MS. What
could be making the time be off by as much as 90 minutes randomly? You can
watch the clock and bang it will switch back! How can I monitor what is
making the time be incorrect on my work stations? Below is the error in the
