Is it possible to issue IP Address based on Domain Membership and MAC
Address of the NIC in Windows 2003 DHCP Server?

The machines that are not domain members should not get IP Address from DHCP
Server.

Hi,
Domain membership cannot be determined before a machine receives an IP
address from a DHCP Server.
That is why MAC addresses are used.
So, you can issue based on MAC address but not on Domain membership.
