Can some one explain this DHCP config to me?

Can some one explain this DHCP config to me?

1 DHCP server (win2003)
2 scopes
10.x.x.x
192.x.x.x

I have IP phones that get the 192 address and the PC's get the 10
address. Both are set to use DHCP. Both are connected to the same
switches/network and not going through any router.

How is this working?

What is the question?

If the question is how does the server know which scope to allocate,
then it can do it by MAC.
VLAN's aren't necessary for routing, but may be a security enhancement
or it may allow lower latency for the VoIP.

More info

My switches do have vlans configured for these ranges.

So, this is segmenting the network and the phone is using the "ip
phone (155) and vlan option (156)".

I think I figgured out how it is connfigured. can anyone shed more
light on this for me?
