When it is cool & dry OUTSIDE, any heated air inside will be even drier (relative humidity wise).

When it is hot & dry OUTSIDE, any air-conditioned (air conditioners use a dehumidifier) air inside will be cooler, but more importantly DRIER (relative humidity wise).

When materials are in friction, charged particles can separate - moving from one item to the other. The more water molecules there are in the fabrics the greater is the immediate discharge of the charge separation - so there is less "static build-up".

As the temperature rises, water in fabrics (clothing, shoes, hair, even skin) evaporates more quickly into the air. With less water in materials, when they are in friction there is more separation of charged particles, less (immediate) discharge through the water, and more charge build-up.

The question is poorly worded. They removed this question, then reintroduced it without improving the wording. For the exam, go with cold & dry.

This discussion has come up time and again in here over the years, with
every opinionated person tossing in their thoughts on the matter.

For the record, an as far as CompTIA is concerned, it is cool dry air.
